This joker persisted in demanding I listen, even after I told him I am on the No-Call list. This scam has been around for years. He gave a fake phone number of 800-800-3000 which belongs to "XIT". Don't waste time googling it. I am next notifying the government again, for what good it will do.
They claim to be from calabasas. When searching information on the number, I get that it's a landline based in Covina CA. They were reluctant to give any information.
Said he was Robert from US Customs Dept. and I won a "Free Grant" From the US Customs dept. Told me to call his supervisor at 1-410-697-6247 to set up my "Grant" account. When I asked him about his very strong accent (India) he hung up on me.
Left a tape-recorded message telling me that "Consider this to be your final notice. Press 1 to speak with a live operator now, to lower your interest rates. Or press 3 to discontinue any further notices."
Let cell phone ring 2 times then hung up.
I don't give cell phone number out, plus it's on the do not call list for just in case.

Complaints on another site say caller lets phone ring 2 times & hang up. Same here. One complaint said it was Rewards Redemption & wouldn't tell the name of the company who was offering the $100 gift card.
Claiming to be calling from Chicago Tribune. I get calls every other day from this POS and he's been told not to call every time. FCC is getting a complaint next!
